2021 Street and Utility Improvements
Sealed proposals will be received until 10:30 a.m. local time, on Wednesday, January 6, 2021 , by Kunkel Engineering Group, 107 Parallel Street, Beaver Dam, WI 53916, at which time and place all proposals received will be publicly opened and read aloud.
The principal items for which proposals are invited are:
1,450 LF 6” Watermain
10 EA 6” Gate Valve and Box
4 EA Hydrant
520 LF 1-1/4 Water Lateral
1,270 LF 8” Sanitary Sewer
770 LF 6” Sanitary Sewer Service
1,960 LF Curb and Gutter Patching
7,330 SY Mill Asphalt Pavement
2,040 TN HMA Pavement, 4”
1,165 SY Topsoil, Seeding and Mulch
All proposals shall be submitted on bidding forms included in the Project Manual furnished by Kunkel Engineering Group, LLC, and in accordance with the provisions of the Project Manual. Specifications and other Contract Documents may be examined at Kunkel Engineering Group, 107 Parallel Street, Beaver Dam, WI 53916. Bidders MUST purchase Bid Documents from Engineer or QuestCDN to submit a bid. Reproduction of Bid Documents will not be accepted from Bidders.
Prequalification of Bidders will not be required.

Contract documents and specifications are also available for pickup from Kunkel Engineering Group, LLC, 107 Parallel Street, Beaver Dam, Wisconsin, 53916, (920) 356-9447, upon payment of $50.00 each.
Bids shall be accompanied by a Certified Check or Bid Bond payable to the VILLAGE OF REESEVILLE in an amount equal to 5% of the Bid, as a guarantee that if the Bid is accepted, the Bidder will execute and file the Contract, the Contract Performance Bond and Payment Bond, and the Insurance Certificate(s), as required by the Contract Documents, within 15 days after the Notice of Award of the Contract by the VILLAGE OF REESEVILLE. Failure on the part of the Bidder to do so will result in forfeiture of the Bidder's Certified Check or Bid Bond to the VILLAGE OF REESEVILLE as liquidated damages.
This project may be funded in part by the Wisconsin Department of Natural Resources Safe Drinking Water and Clean Water Fund Loan Programs and is subject to WDNR’s policies regarding the increased use of Disadvantaged Business Enterprises, (DBEs), including but not limited to Minority Owned Business Enterprises (MBEs) and Women Owned Business Enterprises (WBEs). All bidders are required to undertake specified good faith efforts in soliciting DBEs. To comply with these requirements, the Wisconsin Department of Natural Resources Safe Drinking Water and Clean Water Fund Loan Programs require bidders to provide documentation of their good faith efforts in soliciting DBEs on the contract forms included in Appendix A. The contract forms, or an advertisement copy, must be submitted with the bid.
DBEs, MBEs and WBEs are encouraged to submit bid proposals.
The American Iron and Steel (AIS) provision requires Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States. This project is subject to AIS requirements. The minimum wages to be paid on the project shall be in accordance with Federal Davis Bacon Wage Rates set forth in the Contract Documents in Section 00435. Be aware that project Administrators, Bidders, and Contractors and Subcontractors are required to use the latest federal wage rate available at the time of bid opening. The Contractor/Subcontractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, disability, age or any other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act apply.
The VILLAGE OF REESEVILLE reserves the right to accept or reject any or all bids and to waive any informalities in bidding. No bid may be withdrawn for a period of 60 days after the scheduled time for opening bids. The Contractor must comply with Sections 66.0901 of the Wisconsin State Statutes concerning bidding.
Letting of the contract is subject to Sections 61.54 of the Wisconsin Statutes as applicable.
